Nuclear Emergency Management Exercise

Date:
Venue:Progress Campus

As part of a joint response to nuclear emergency management, Centennial College is required to support the nuclear emergency exercise "Unified Command 2023" taking place at Progress campus as follows:

September 28, 2023, 7 a.m. – 1 p.m.
Progress Campus - Lots 5 and 6 and north roadway |
Athletic and Wellness Centre | Student Centre

Centennial has had a long-standing relationship with the City of Toronto and Ontario Power Generation (OPG) in which our Progress Campus will be used as an Emergency Workers Centre in the unlikely event of a nuclear emergency.

Nuclear emergency preparedness is a cornerstone of nuclear safety in Ontario and Canada, requiring nuclear power plant operators to develop and exercise nuclear emergency response plans. This entails nuclear operators, municipal, provincial and federal government agencies, and the community collaborating to develop robust nuclear response plans designed to ensure the protection of health, safety, welfare, and property. Our partners include Ontario Power Generation, Toronto Police | Fire | Emergency Medical Services (Paramedics), Toronto Water, City of Toronto Office of Emergency Management, Region of Durham, etc.

What the exercise will look like

If you are at Progress Campus on September 28, you will see a simulation operation and set up of an emergency worker site to decontaminate workers. During the exercise, various emergency service personnel, vehicles, and equipment will be on the campus. Remember: this exercise is strictly a simulation and will not pose any actual danger or risk to individuals participating or present on campus. The exercise will be managed by trained professionals, including emergency response teams.

During the exercise, various roadways, i.e., the north road between lots 5 and 6, parking lots and buildings will be temporarily off limits. The only exception will be for individuals who have office space in the areas impacted by the simulation. We will advise the College community once locations have been reopened for use.

See the map below for the flow of pedestrian and vehicle traffic during the exercise. Campus Security personnel will be on hand to support faculty, staff and students coming onto campus.

How the exercise benefits Centennial College

  • Provides experiential learning and student engagement with industry experts.
  • The evolution and continual process improvement of the college’s emergency and business continuity plans.
  • Reinforces Centennial’s positive reputation as an industry partner in building safer communities.
  • Fosters continual growth and collaboration with provincial and municipal partners in emergency management and public safety response.
  • Supports industry partners in completing a gap analysis to allow for their continual process improvement.
  • Builds our knowledge of current planning, gaps in response as well as building feasibility and impacts to Centennial should a nuclear emergency be declared.
