Update on Post-Graduation Work Permit “Flagpoling” Policies

What’s Happening?

The Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, recently announced that foreign nationals can no longer apply for a post-graduation work permit (PGWP) at any port of entry (POE), effective immediately. This measure will help reduce what is known as “flagpoling.”

A PGWP application will need to be submitted online and Immigration, Refugees and Citizenship Canada (IRCC) is working hard to reduce processing times and move toward a more integrated, modernized and centralized working environment. 

What Does This Mean For You?

There are no changes to PGWP eligibility. This announcement is referring to CBSA’s operational capacity for flagpoling which has always been a measure of last resort.

When you apply for your PGWP, you must apply online either within Canada or overseas, depending on your country of residence.
